With one third of the U.S.'s doctors overseas, the citizens left at home face an increased risk of disease, infection, and lack of proper care. To help with this dearth of medical professionals, the U.S. government encouraged those left at home to learn the skills necessary to treat non-serious issues, leaving the doctor's offices and emergency rooms open to those in need of more extensive care.
